The Panamerican Congress,

Gathering in Montevideo, two hundred years after Bolívar summoned the American republics to Panama, seeking solidarity between peoples, sovereignty among nations;

Stressing that the doctrine of domination of which he warned has now returned in full force, with a renewed claim to spread liberty while laying siege to entire nations, suffocating their societies, debilitating their economies, and subordinating their democracies;

Repudiating the application of military actions and unilateral coercive measures that violate international law and menace the ‘Zone of Peace’, such as the kidnapping of heads of state and the bombing of civilians in the Caribbean;

Denouncing the diverse forms of legal warfare that have been deployed to disqualify elected officials — from President Cristina Fernández de Kirchner to Vice President Jorge Glas to President Gustavo Petro — through methods that undermine popular sovereignty;

Reaffirming our commitment to the Bogotá and Mexico City Declarations, and our determination to advance their implementation alongside the commitments we make today before the peoples of the Americas;

Echoing the testimonies brought to this Congress of territories such as Puerto Rico and Las Malvinas still held under colonial rule, which not only remind us of the unfinished struggle to decolonize the Americas, but offer a dire warning for what may come from its recolonization;

Condemning without reservation the economic, commercial, and financial blockade that for more than sixty years has besieged the people of Cuba, a policy of collective punishment that denies them the right to decide their own destiny;

Affirming that our América will be neither complicit in genocide nor intimidated from actions to detain it, whether in the case of the Palestinian people on the Gaza Strip or in the present efforts to export these annihilationist tactics back our hemisphere;

Commemorating the lives already claimed by the old doctrine of domination: children in hospitals, fisherfolk at sea, migrants in ICE detention, indigenous peoples on their ancestral lands, and social and political leaders persecuted as "terrorists" across the American continent simply because of their beliefs;

Celebrating the resilience and resistance of our peoples, who organize in unions, in courts, in parliaments, and in our streets, answering coercion with coordination and meeting campaigns of fear with campaigns to strengthen solidarity;

Stressing that unity is victory, and that this renewed doctrine of domination can be defeated only by a new architecture of hemispheric cooperation, built by the legislators gathered here in collaboration with the communities they represent;

Expressing our gratitude to the Frente Amplio and the people of Uruguay for hosting the third edition of the Panamerican Congress, a people that offers a shining example of democratic renewal and that keeps alive the memory of the horrors of dictatorship;

Calls to:

Renew our democracies in service of the needs of our peoples, defending the
principle of popular sovereignty against the doctrine of unilateral supremacy;

Protect the democratic rights and freedoms won by centuries of struggle, combating the criminalization of protest and the press, and defending the legislatures whose mandates are seized by force rather than won at the ballot;

Fight for the immediate and unconditional end of the cruel and criminal blockade of Cuba, upholding the inalienable right of the Cuban people to decide their destiny free of foreign interference;

Combat organized crime through democratic means, protecting our communities by redressing the root causes of their insecurity such as the production of arms in the United States and the absence of welfare services that militate against drug addiction, while strengthening regional cooperation to prosecute the financial networks that sustain criminal organizations;

Build a sovereign and shared prosperity, breaking with decades of policy that mistook austerity for destiny, defending the right of every nation to plan its own industry, tax its own wealth, and protect its own workers, and rejecting trade relations dictated by a class of transnational capital that answers to no one;

Promote greater productive integration, stronger regional value chains, quality
employment, technological development, and industrial and energy strategies
capable of sustaining a just ecological transition;

Govern the technologies controlled today by a handful of corporations, affirming the principle of digital sovereignty to protect the privacy of our citizens and the
development of our economies, and rejecting the reproduction, in digital form, of
resource extraction carried out to enrich servers and shareholders abroad;

Strengthen public and regional digital infrastructure, scientific and technological capacities, and democratic frameworks for the governance of digital platforms and artificial intelligence, while narrowing digital divides and protecting children and young people within these environments;

Weave a new social pact of shared dignity, recognizing that caring for one another is a collective responsibility and not a private burden, and rebuilding the public capacities that decades of deliberate deregulation have dismantled, so that health, housing, and a dignified old age are guaranteed rights rather than rationed goods;

Reclaim the sovereign equality of nations, rejecting every form of coercion, economic, judicial, electoral, or military, used to subordinate the weak to the strong, and defending the right of every people in this hemisphere to determine its own future without foreign tutelage;

Forge a solidarity that transcends borders, making the demands of one nation the demands of all, and upholding the conviction that the liberation of any one of our peoples is inseparably bound to the liberation of the rest.

Today, 23 August 2026, we therefore unite to:

Combat the renewed doctrine of domination in all its forms, defending the rights and freedoms won across centuries of struggle for self-determination;

Collaborate from our respective legislatures to advance our own vision of
hemispheric cooperation, based on solidarity between peoples and sovereignty
among nations;

Convene the Fourth Panamerican Congress in Brazil, in August 2027, carrying
forward, two hundred years later, the unfinished work Bolívar began in Panama.
